It only adds a delta time to their actions.

It does not prevent to scam. It does not make more aware nobody how to avoid them. It does not contrast new ways of doing it with these deltas. It's the old-time-solution "we are protecting you" message. A solution to fence the sheeps. And before you use this metaphor at your favour as you like to do, I remind that in the more evolved countries people let not them be treated like an herd.

If anything useful, it could be contrasting the urge of people on be impulsive with their actions towards strangers. And that is an useful lesson also in real life: trust your actions, not the other' ones.

But since that means also less dumb sales (or more thorough sales), it's unuseful to gather fees-fees-fees very liked to any company.

Surely the solution is not to delay everyone's transitions.
