I made the experience also i read the reviews and discussions where a lot people say their games crashes.
Games like Bioshock 1 and 2 remastered or orginal crashes a lot which never crashed on windows 7.
Tiny text under the system requirements. You're assuming people read that far down. Most don't.
This is it, It will take a court or government body to deem it illegal and with such cases as these, it will take years and clog up the court system and valve will fight it tooth and nail like they do with other cases.
Maybe these people generally can't afford to upgrade either by buying new PC parts or buying the OS itself. Some don't like to be told they must change or see being forced to change as a act of control against them... many many reasons.
You've read something into them that isn't there, as apparently are a lot of other people. They're labelled as minimum and recommended specs, nowhere do they say you have to have Windows 7 or lower to get them to work.
That's why you didn't see thousands of complaints from people when they switched to Windows 10 and carried on playing all their 'Windows 7' games.
It all depends on nations laws, that can in fact be opposite of Valve TOS.
Valve was sued by the guy in EU and lost badly. EU didn't give a damn about valve TOS>
This is what people are saying, it needs court action or government action to change things.
I have lost track on valves court cases, what was this case about if you can refresh me ?
Its a normal part of the software life cycle.
