Can I buy new games with the Steam points or what can I do with them?

you can't buy games with steam points, only things on the point shop

Best thing to do is to spend them all on the seasonal badges for easy profile levels which increase your friends list limit as well as the chances of getting card packs for a few cents.

And the part about booster packs is related to random booster pack drops, not purchasing cards.
