They promise that the Steam Deck you get, will only have minor blemishes. That things are refurbished and just as good as a retail version with the same 1 year warranty. You could have looked this up in 2 seconds, it's right on the Store page.
Everything is tested, those that don't pass the test are replaced.

What’s the difference between a certified refurbished unit and a new unit?
Certified Refurbished units are returned customer units that have been thoroughly cleaned and tested following the same testing process used for new units. There are no differences in technical or functional specifications between refurbished and new units, but there may be minor cosmetic defects.
Is there a warranty?
Yes. The same warranty you receive with a new unit is provided with each Certified Refurbished unit. If you have an issue with your unit and that issue cannot be resolved it will be replaced with another Certified Refurbished unit.
What are “minor cosmetic defects”?
We consider minor cosmetic defects to be small blemishes or scratches (on the plastic casing, not the screen) generally caused from normal handling of the unit.
How does support work for these units?
As a customer with a Certified Refurbished unit, you will receive the exact same customer support experience through our support teams as you would with a new unit.
Meaning ANYTHING that's not a minor cosmetic blemish, is replaced. Screen, Sticks, track pads, etc etc etc etc etc.
Nothing new there - does this all the time.
Refurbished/Certified means that the product is "certified" to work - but its not brand new.
One of the biggest frustrations with repairs is they rarely use new parts in industry anymore.
Apple is notorious for this.
I know this since marked them with a paint pen when took it apart so could put it back together properly, to see if I could fix it, to then see it was a flaw I couldn't fix.
The ONLY THING that they promise will not be scratched is the screen.
And they specify the casing. Specify NOT the screen, the most scratched thing on the Deck, and I'm quite sure they will not send out a deck with worn out controller stick ends.
So, thanks for proving my point, you're great at this so far.
When you buy a new iPhone that needs a new screen 2 months later - only to receive a refurbished part - you tell me how you feel about that.
Known too many people who had to face this.
It's one thing if your device is a year old - but brand new? That's just wrong.
But it is what it is.

Stating the truth doesn't make me a bully, and you trying to imply that I'm a bully because you dislike how I spoke the truth is a pretty weak and desperate move on your part.
I actually did not Google it, no need since I have no interest in getting an OLED Deck. I'm more than content with my "old" Deck until a real Deck 2 comes out. And trust when it does, I won't be trying to find out if I can "trade in" my "old" Deck for it. I'll just go ahead and buy it.
If you consider it brave to ask a delusional, nonsensical question, Idk what to tell you. But the answer still remains No, if you want an OLED Deck you can buy 1 like everyone else, Valve is not and will not be doing "trade ins" on "old" Decks for new OLED Decks.
