Report a translation problem
In general Valve isn't impeding patches or modding, I've done it a lot over the last twenty years. However issues, namely compatibility issues, with specific mods, patches and versions of a game are a different topic. Valve is not responsible for those issues, even if the effected version is the Steam version.
Publishers manage their games. And if you're making an installer/patch/mod it's your job to manage different versions and launchers. You can't pass that off to Valve to fix your issues.
However, there are in fact reports on non-GOG versions (i.e. Steam) of "Beyond Good & Evil" having difficulties with mods. Perhaps even Ubisoft's version now works flawlessly too, by your account:

Not much Valve can do in this case though. You'll have to ask Ubisoft to fix their game repository on Steam (which I somehow doubt they will do anyway).
No, Valve does not actively try to hamper the LAA patch.
Sometimes the Steam version of a game is inferior, it happens and it sucks, but it's also something you'd have to look up ahead of time before buying.
