I contacted the Steam Support from my wifes account.
I will keep this topic updated if i receive any informations.

However, please note that this may happen again if you continue to use your Steam Wallet to purchase gifts. They may not remove it a second time.

I finally was able to contact the support and they unlocked my gift restriction.
Also i have to say, the support was very friendly and did not sent me an automatically generated answer.

Of course i am allowed to use my wifes account to manage the problems for her. Which indeed worked out well.
As i wrote in my opening, i do not usa a VPN to bypass my location because i really moved to Indonesia.
I know, many people try to reach out for better prices with VPNs and i agree, thats not allowed and should not happen.
But in my case, i really live here...

But i do that very rarely. Maybe once or twice a year.
In this case it was just easier, because my regional credit card (the new one from Indonesia) is not working with steam.
I opened a new bank account at another bank here in Indonesia and this one supports steam without any problems.
So if anyone else have similar problems:
BCA (one of the biggest banks in ID, called Bank of Central Asia) is not working for steam payments!
All others do fine ;)
