You just got lucky.
By any chance did you see any increase in the count of any other OS when you saw the Win7 numbers decrease? Perhaps Win7 users are just leaving like they said they would? Are they going Linux? WIn10? Mac? Something else?

3% global usage of all browsers online and on Windows 7. I'd say 1% for Steam is fairly accurate since a smaller ecosystem.
Microsoft doesn't support Windows 7.

It doesn't matter how much anyone loves Windows 7. It's over. The fat lady has sung her song. If anyone wants to use Steam in 2024 and beyond, it will not be on Windows 7.
So your assumption is if you get the survey than every system you use is surveyed? Well what's the basis for that assumption? Assuming malice and fraud may not be the slam dunk argument you think.
Well you've made some bad assumptions. Also, if Valve were excluding Windows 7 machines, why are there any Windows 7 results? Like it or not Windows 7 users make up an nigh insignificant minority and there isn't a reason for Valve to skew the results anyway. They're ending support come January 2024 regardless. It doesn't matter if it's 0.5% or 1%, trying to skew the results won't skew the reality either way, it would be pointless. So you need some sort of fantasy to justify it and you've got nothing substantial there.
Valve made their announcement at the beginning of the year and that wasn't conditional on usage levels hitting a certain mark. So generating a conspiracy to make it seem otherwise because you assume if you get the survey all your devices would be survey'd is adorable and naive.

Steam has just excluded Windows 7 "32-bit" users only.
64-bit users are still collected.
W7 32-bit users had been on something by 0.06% only..
64-bit users between 1 and 1.15 % ..
Not even ~1.2%, if 32- and 64-bit calculated together.
No survey on any of my machines!
Windows 7 machine- no survey!
Ubuntu 22.04 machine- no survey!
Windows 10 machine- no survey!
New Windows 11 machine- no survey!
All 4 machines have Steam Client installed! But *NONE* of them are getting the survey!
See? That sample size of 1 person on 4 different machines *PROVES* that Valve is falsifying data by not including me at all!
