Once a year sounds like a malware ngl. I've got no problem with Steam.

"Reinstall because the app stops working" sounds like some issue on your end, a severe one. If that was a widespread thing you'd hear about it everywhere and on any day. Or Valve would go bankrupt over it, even.

No idea why you have to do that, OP. It's not an experience I can relate to at all.

It could be as simply as a wonky OS, driver or something else that occassionally interferes.

That not normal if that happening, either you're doing something to cause that problem, or you're using something that messing with Steam for it file & permissions.

If this is an external, or slow internal drive, always ensure it's ready to read before Steam launches, if Steam can't see the folder, it will think you deleted the folder because it couldn't see it.

If you're moving files around, don't just move common folder, instead just move the Steamapp folder because there appmanifest files that you need in order for the steam client to know where game is at, and the status of the game, if you delete, remove, or corrupted appmanifest files that be your problem right there because Steam need to be able to see them, and read them, without them it think you got rid of the game, hence why they're important.

If you're using any cloud sync file manager don't sync Steamapp folder, it might mess with the appmanifest files.

If you use anything that mess with files, permissions, or hooks into the client causing it to freeze, or has problems you want to fix that so doesn't mess with Steam as it need to do it job, and causing it problems doesn't help you.

Now fixes to the problem.
- If you launch Steam, and had issue but all files there, and fine, just shutdown Steam, and relaunch it.

- If didn't fix it, then you go into steam settings under storage, and readd the folder.

- If it shows the folder is already in the option, select the problem storage from drop down menu, click the three dots button then do repair, and relaunch Steam.

- If get error for readd folder, do this, go to that partition drive with the problem rename the steam library folder by adding -old to end of it, now go back to steam settings add new folder in same spot, once it places new folder, shutdown Steam, delete the new folder it made then rename back your old folder that has the -old back to it original name, then launch Steam, and should see the folder again.

Probably a hardware defect of some kind, such as in the motherboard, or HDD/SSD (depending on what is used?).

That, or malware/virus as someone above suggests. :)

never had that problem op as others said there is an underlining problem that's probably not connected the steam. you tried a fresh windows install, (or a clean install) if all else fails.

Oh, very low disk space free can cause this too, I think. :)

EDIT: One more reason - if Steam's CFG files have been tinkered with "to death", or maybe one of those Windows OS Optimizers used, in order to "optimize" the OS likewise. :)

( The reason why I do not use any such programs, including the much lauded CCleaner. )

To get more space, I usually purchase a larger disk drive. (HDD or SSD)
To get cleaned up, I use only the MS provided Disk Cleanup tool.
