Do you see any sync errors under Steam next to Play? When remote cloud is enabled in the properties of our game you will see Steam beside the Play.
There should be an option to download update it. Sometimes needs to be clicked twice to update it.
If it asks to choose please select files on the hard drive only , the local data otherwise you will lose all saves.

Check in Steam top left Settings>Cloud and check if Steam Cloud synchronization for applications that support it is set to enabled
The only solution I know of, is to go to the Steam Library panel, select the title from the list of games on the left side of the screen, and then press "Out of sync," right next to the PLAY button.
Manual syncing usually fixes it.
