That's an entirely different issue. If the account is unlimited, you need to setup the voice chat, the device, and how it transmits.

Reload your client entirely to relogin. Then attempt unlimited features. Do note that maintenance will happen sometime today as well, so some systems may randomly go down but that's usually hours from now.

Right click the Steam icon, click "Exit Steam".

Wait for it to fully close. Reload the app, it'll either log you in automatically or you'll need to input your login to the client.

The TF2 non-premium account restriction is NOT the same as the Steam limited account restriction but BOTH require money spent.

New rules for new TF2 users to use vc and tc.

That would explain it. I forgot that they added restrictions many, many years ago if you just play F2P. I have the orange box so I'm used to full abilities. Actually smart that they disable things for non premium.
