Maybe it's a different issue, but it seems very unlikely that you would actually lose all progress. More likely whatever data is on the cloud will be overwritten by your current saves.
But yeah it shouldn't affect any progress on the local machine, it's just not matching the cloud data.

H. Thanks for the response. I just played a short game, which I didn't need any progress to be saved. It played fine, but didn't save any progress when I quit the game. Gave a tiny error message, (I didn't need it to save, anyway). Also, I have never played offline before. (I didn't know I could ! )It's always online:) So I guess I won't be able to play any longer games for now!

step 4 (for step 4, turn syncing off and back on if it says "on"), 5, and 6 solved the pop up for me, and i didn't have to click "Continue" to play. once you are done these 3 steps, you want to run the game through steam, not on your desktop. Ubisoft should start running and updating itself, will give the "allow to make changes on this device" popup, so select yes, and the game should proceed to load. I had the popup occur 3 times, so I have a feeling it may have been a ubisoft issue, not steam.
