Will deleting save files off one computer delete off another as well?
So I was gifted a computer that was previously my friends brothers, and I just realized that 700 gb from my ssd is solely from my steam file. When I go into steamapp/common, a whole bunch of save files from games he used to play are on my pc. If I deleted those from my pc, would it delete off his current pc too? I just don't want to risk altering his games.

Deleting saves never does anything to the cloud saves.

Still, I'd ask the previous owner whether he still wants some of the saves from the box.

He has already transferred everything over to his new pc and hasnt asked for anything since. Right now it seems like everything that was his was under a file called "Steam 1" while mine is just under "SteamLibrary". So I can safely delete the Steam 1 folder and won't alter the file on his pc, correct?

The files on his PC do not depend on the files from your PC.

How cloud save works.

- When you download a game that support cloud save it downloads it saves as well. You only download saves when you download your game.

- When you close a game that support cloud save, it upload the new saves to the cloud, and sync with all your other devices for save as well after minute.

- If you want to manually delete / replace save on the cloud, because game has problem due to save not working, or unable to delete/replace save in game, to do this you launch game, alt + tab out of game right away, delete / replace the said game save, then force close game without doing any saving, then steam will update the cloud, and delete / replace save on the cloud.

- If you make a mistake in game, and overwrite your save you didn't want to, you can recover your old save by visiting Steam help section > my account > data related to my account > cloud save > search for your game, and download your game save file, then replace save file, force close game, then can restart game back up, and carry on from your old save.

- Games that do not support cloud save, you have to manage it yourself, you can use game save manager app to help you with that.

Clouded savefiles carry over, local savefiles dont.

no, it won't delete it from cloud but many games have no cloud support or it's broken. be a good brother, compress it in archive (2 copies), move to pen drive and put in a drawer. if your brother will ever miss any of his saves you can give him the pen drive.

if it is save game on the cloud, yes it will be affected

but if you move save file to another place they will not be affected
