How do I request refund for CyberPunk DLC?
Bought the dlc for Cyberpunk, unfortunately in my time zone it is not downloading AT ALL (5pm for MST folks, so it should be). No signs of it working that I can see (folder size not changing, no download indicated from within Steam, the DL icon within the game's launch screen is timed out). Since I am 15 minutes into this purchase, I have only 1 hr and 45 min left to request a refund, and would rather not figure out what is wrong while the two hours widdles away, esp for a game that was middling at best. Thanks!

You should see the DLC here: https://help.steampowered.com/en/wizard/HelpWithGame

Click on the DLC then, "It"s not what I expected"

info for anyone else... IF you had STEAM open prior to the release time for your time zone, it WILL NOT DL for you. A reboot worked in this case. Go figure... hope that helps!

Sure thing, glad you got the DLC working. Hopefully it improves your opinion of the game.

I'm glad that you figured out that rebooting would start the download. Just to let you know, you have 2 weeks after purchase of most DLC to refund it as long as you have played the game for less than 2 hours. Some DLC give you in-game consumable items. Many of those types of DLC cannot be refunded at all. The store page for those types of DLC will tell you that they cannot be refunded.

Valve will, upon request via help.steampowered.com, issue a refund for any title that is requested within 14 days of purchase and has been played for less than 2 hours (this includes online, offline and shared library playtime)
How To Request A Refund https://help.steampowered.com/en/faqs/view/784C-923B-A4A1-C825

DLC purchased from the Steam store is refundable within fourteen days of purchase, and if the underlying title has been played for less than two hours since the DLC was purchased, so long as the DLC has not been consumed, modified or transferred. Please note that in some cases, Steam will be unable to give refunds for some third party DLC (for example, if the DLC irreversibly levels up a game character). These exceptions will be clearly marked as nonrefundable on the Store page prior to purchase.

Thats kinda how Steam has been working for a Decade, both with Releases and Game Updates.

Next Time just take some time to do some actual troubleshooting instead of waiting 10 minutes and then going whiny baby mode, making a thread to ask something that has its Answer plastered all over the Internet.

I thought you can't refund DLC and bundles? They even warn you before purchasing

You can, unless the piece of DLC contains items. So if that piece of DLC you're buying is some experience boost, in-game money & whatnot, you can't refund. If that piece of DLC is bog-standard game content, i.e. the addon for CP77, you can refund it just like any other bog-standard piece of game content.

Just a note for you: That is not how steam works with refunds. You have 14 days after the purchase of a game to get it installed and working and still be able to refund if you can't even install it. What they consider for the 2 hour window is "Playtime". That is: Time spent with the game open and running. You can go to your profile -> Games -> Click in the search box at the top for "Find a game" -> type in the game's title -> see it in the list and this will show you your logged playtime under "TOTAL PLAYED". As long as that value is below 2.0 hours and it has also been less than 14 days since you bought it then you should be eligible for a refund.

The 2 hour figure *DOES NOT* start counting from the moment you buy the game.
