A lot of things are "not hard to implement", but Steam simply hasn't done it.
From a more technical perspective -- no, I don't know how the wishlists are implemented behind the scenes. However, if you open the shop page for a game, you'll see that the URL contains a number -- that's an "App ID". If you open the shop page for a bundle, there's also a number -- but that's a "Bundle ID".
So, assuming that the wishlist is just a bunch of AppID values, we can immediately see that Steam would have to add a bit of extra stuff -- they would need to change the wishlist data to include a "what kind of ID are we even looking at" information, and all the wishlist-related code will have to do the right thing for each type of supported ID.
So yes, it's easy -- but it's still some work that needs to be done.
