What happens if I am moving to another country?
I am genuinely asking, what will happen now that I am going to live abroad and have new phone number and IP than my usual.
Is there the possibility that steam locks my account thinking I sold it or something.
Will I be able to use it as usual ?
I am reading their policies are extremely absolute and I fear the worst.

It's entirely possible that the regulations have changed, but I moved overseas about a decade ago, kept the steam account, never had a single issue.

Worry not. As long as you have the correct email or login name, and the password; you will be good to go. You will be quizzed on different things by Steam security, and the system is pretty good. Might want to use a secure device instead of a public/cafe one to login though, or there is still a chance for you to lose your account.

Might want to top up on your Steam credits, or not. Depending on the currency exchange rate & the availability of Steam cards around your new location, if you are not using a credit card for Steam. Personally lost a bit due to the forced currency exchange some years ago, the sales almost make up for it, so personally am not bitter about that time, much.... Had used a couple different currencies with Steam.

Also do keep in mind, many games have different pricing & region locks, however if you own the game, you will be able to install it anywhere, just can't see the shops, much like games that are no longer for sale. At least this applies to the single player ones. There are games that needs server side to run, with the official servers dead.

You might even be able to buy games or better versions of the same game, depending on where you are from & where you are headed.
