They are entirely different games.
Nope Steam Discussions is definitely the right place for the upcoming new Counter-Strike game.
CS:GO was released in Aug, 2012 while CS2 will use the Source2-engine which was released in 2015.
CS2 will be released this year as a Free-to-Play game and will thus replace CS:GO which is also Free-to-Play. This is done in order to gather/concentrate the F2P-playerbase around a single CS-game. They are however entirely different games, MAKE NO MISTAKE ABOUT IT.
Maybe your confusion arises from the fact that CS2's Limited Test is for select CS:GO players. The game is not out yet and we are missing a lot of information about the upcoming game. It is definitely not an update but more like an upgrade from the previous game.
