You do what the message says. Access to market features requires an "active" account, and part of being active is making purchases / adding funds to your account.
There is none. Just a legit purchase once a year on the store or charging your wallet with money once a year.
For buying a game you can just buy the cheapest there is, for charging the wallet the minimum is 5 dollars.
The minimum for anything on sale is $0.49.
For base price, the minimum is $0.99.

A) Buy a game, DLC, software, or etc via Steam itself. Or you can gift something to family/friend.
B) Load money to your Steam wallet. Or gift a friend/family Steam wallet funds.
When do either option, it's to creates a transaction, that what you want, a transaction created on your account, once that transaction is older than 7 days, you have access to market place.
Please note if you're asking what you can do with only 2 cents, the answer is nothing, because there literally nothing that costs 2 cents via Steam store, or in-game transactions on any game.
