You must have a valid Steam purchase that is between 7 days and a year old with no recent chargebacks or payment disputes
I just came back to Steam and wanted to sell a couple valuable things that I got, but this came up and my steam balance is only 0.02$, adding more money to steam is not an option.
Any fixes?

Make a purchase or add money to your wallet, then wait a week.

Then the restriction will stay until you can add money.

You do what the message says. Access to market features requires an "active" account, and part of being active is making purchases / adding funds to your account.

You don't have to "add money". You can buy on the store directly.

There is nothing to fix. You either buy something from the store or add funds to your wallet. Simple as.

Can I just pick a random 0.20$ game and just buy it using like Visa?

No. Minimum store purchase is $1.00 US I believe. I don't know what the minimum is to qualify for removing the market restriction.

There is none. Just a legit purchase once a year on the store or charging your wallet with money once a year.
For buying a game you can just buy the cheapest there is, for charging the wallet the minimum is 5 dollars.

Pretty sure it's $0.49, actually. Unless that only applies to DLC?

The minimum for anything on sale is $0.49.
For base price, the minimum is $0.99.

OP I list you couple options.
A) Buy a game, DLC, software, or etc via Steam itself. Or you can gift something to family/friend.

B) Load money to your Steam wallet. Or gift a friend/family Steam wallet funds.

When do either option, it's to creates a transaction, that what you want, a transaction created on your account, once that transaction is older than 7 days, you have access to market place.

Please note if you're asking what you can do with only 2 cents, the answer is nothing, because there literally nothing that costs 2 cents via Steam store, or in-game transactions on any game.

Please make a Steam Store purchase. Wallet credit, games, and DLCs are valid purchases. CD keys and gifts are not. Steam Support cannot remove this restriction.

Does this only apply to gifts you receive?

It counts to the sender, not the receiver.
