Why does a game states "time played {28 minutes}." When I haven't even started the game?
I feel that this is not right.... It seems if there some technical issues, you will need find them before the remaining 1hr and half comes.

Does the game have its own launcher?

Time played equates to how long the executable/launcher has been running - not how long you've actually been playing the game itself.
And steam knows it's actually.. ♥♥♥♥.. but they think the exe loading for 15 min= playtime

There isn't really another way to measure it.

Doesn't matter what it's called - it's still the same metric.
Renaming it would make it more accurate, yes. But for most people playtime sounds better, I think.

Renaming is just cosmetic, though, as the functionality remains the same. Which is a good thing. I rather not have Steam become spyware on a level where it exactly sees what one does on the computer.

They lost a lawsuit in Australia for misrepresenting the rights of consumers there. The judge even sided with Valve on denying the refunds.

Out of the 4(?) points in the lawsuit, they only lost in one. That is because a rep from Valve said they did not have to give them a refund based on Australian consumer policy. Everything else was sided toward Valve.

Ironically, Valve's refund window is only surpassed by GoG who offer 30 days. To get one within that time, you have to work with them to make sure the product is actually broken. Refusal to work with them to resolve the issue can very much result in your refund being denied.

It was decided in an AU court that Valve needed to be more transparent in their refund policy. And the courts were in agreement with Valve in refusing the refund in question. As far as I know, that 2 day 2 week remained the same.

Before it was a case by case basis. After the lawsuit they adopted the blanket policy. The lawsuit didn't make them do so.
