They didn't have to have a points system to incentivize buying games with a side reward. If they hadn't these things would probably be sold through a different part of the steam store page(which I think they should still do).
Most of us have piles of points, and nothing to really spend them on. The idea "omg, why do I have to SPEND MONEY to get points, so I can get a thing from the points shop!" is absurd to us.
Are you going to join an airline travel program, and then say "why do I have to buy tickets to fly places to get Reward Miles, so I can get a thing from the Reward Miles Catalog?!?!?"
edit: apparently I've got 142k points. And nothing to buy with them, because I don't redecorate my profile every month. /meh
A) By spending money via Steam store, such as buying games, DLC, software, or etc... Or by spending money via In-game store. Please note spending money on market place does not grant you Steam points.
Please note if you refund game, DLC, or etc, the points are deductive from you, if you happen to redeem items using the points, and do not have enough points to cover the points deduction it automatically refund the newest items you had redeem until you have enough points to cover the points deduction.
B) People can award you points by giving you awards on your posts, screenshots, artwork, video, workshop, and guides. You get the points after 14 days has passed, the points you earn for each award is base on which award they give you, example if they give you 300 point cost award you only get 100 points from it after the 14 days.
Basically you earn it completely free by option B as not a single penny was spent to getting Steam shop point items. Hence reward system.
Cheese it with in game items. Purchase capsules inside CS:GO, get points, sell the capsules on the Market at a small loss. Thousands of points per dollar.
Far more efficient than spending it on games.
Just start a bot match and leave after you spawn. Exit the game and you got it.
At least run around and shoot some bots for a few minutes.
That was the first hour it went live.
I played a few matches on an alt the next day.
