Sharing your account with someone else causes that account to be permanently restricted.
He's talking about using Family Share. Functionality Valve themselves built into Steam. He's not telling OP to give his password, etc., to a friend. And OP is talking about his son anyway.
And yes, when you family share, if you also want to use your library, going offline is the workaround. Otherwise, only one game can be played, locking the library. Which is a draconian step that Sony, Nintendo, and even Microsoft don't force onto console gamers.
Fair enough, but it's understood by anyone who has used Family Sharing and discovered how it locks even the owner out of all their other games.

He's not lying. Publishers and developers can choose whether their games can be shared or not. Usually games that require an external launcher cannot be shared.
Technically, regionally restricted games also cannot be shared (but that is one area where VPNs still work with Steam to bypass the limitation).
If OP is never going to use Steam again, his best option is to simply to give his son the Steam account. Valve aren't going to care, especially if they live in the same house.
