The rest don't care.
as there are more than a few games on steam with this problem....
always best to get 99% before you use SAM as it will
give you the same date for all achievements you unlock
at that point... which is a give away that you have used SAM.
but its really up to you how you uses it... no big deal.. and steam dont care...
I've never used it but I was under the impression SAM allowed you to unlock (and even re-lock) individual achievements. So unless you choose to unlock them all at once, there is actually no way to know if someone used SAM or not.
At one point in history, there were a couple of game development studios that banned people from their Steam forum communities for cheating achievements. However, they stopped this practice not long afterwards as it caused some blowback and it can't always be definitively proven if any particular achievement was cheated or not in most cases.
If you join an achievement hunting community, they tend to frown upon the use of SAM, although there are many ways to cheat achievements other than the use of SAM or the Steam Console. However, outside of that niche audience, SAM is perfectly safe to use, and is a handy little app for broken or impossible achievements, or for those who want the dopamine hit of getting all the achievements again on a new playthrough of a game.
