For Steam client > Top left Steam > Settings > Interface > Select client langurage drop down menu.
For Steam mobile click three bars at bottom right > scroll down to settings > change it to either account settings, or set it to english.
The hacker used Simplified Chinese. But I think display defaults to English if your PC does not have the specific language installed.
I am slightly concerned that even with changing my password etc that my account is still compromised somehow
I've no way to know for sure. I've force logged it out, changed passwords and I've done full scans on computers logged into the account, but I've no way to know for sure.
The authenticator is flawed and not trustworthy as it happened with that enabled, so I've not relinked a card to purchase with yet.
This is only an issue on the app. On a PC everything looks normal
Steps:
1. Now to explain if you're using in the mobile app "account settings" you NEED to ensure that english is selected in the drop bar for here then click SAVE at bottom, this is not part of APP settings this an ACCOUNT setting that cover Mobile app, PC app, and Web browser app. Do not check any boxes, no boxes should be check unless you want those ADDITIONAL languages. You only need to select drop bar, select english not the check box the drop down menu bar, then click save.

2. Now on the MOBILE app, click the three lines > now scroll to the bottom > click on settings > under language select either "use account settings" or manually set it to english.
3. FORCE CLOSE/QUIT/STOP your mobile app, not normal close, you have to force the app to stop running, once done, go ahead, and launch the app, and see if issue resolved.
