- Dynasty Warriors 8: extreme legends (Koei anime brawler): this is a brawler game but the progression is amazing. there is DW9 but everyone agrees that's awful
- Trails of steel series (you're a student and you go through the term, study, do tasks, and fight monsters)
- Princess Evangile (there's a mod out there where all paths are opened): You're the first male student in a female school. Everyone hates you, but it gets better. The graphics are mediocre but the story is great.

It's a bit of an acquired taste, but I have a generally favorable opinion of Neptunia. Still, likely not something I'd pick as my first recommendation, unless I have reason to believe that it would fly with the person asking.
Actually, I did like Tokyo 2040 back then. Whether it would still hold up today... no clue.
It's a game about me
They are both self-contained (no relevant other games in the universe), and they are getting pretty good sales prices.
Depending on personal preferences, they might both be considered slow starters, but even after the game-proper starts, neither are rushing their narrative either. If you're just looking for quick action, these are not the games to play.

Honestly the only good thing about Tokyo 2040 was the OP.
The series was pretty bad, low budget and nowhere near the quality of the original 8 episode OVA.
The AD Police spinoff was pretty good though if a bit edgelord but that was pretty standard for many anime at the time.
