Users can make their Games Details friends only or private though. So, not necessarily.

Yes. Games Details (hides the All Games owned page) and the setting below it "always hide my playtime..." in the privacy settings are set to fully private and the Recently Played section is hidden so, only i can see it when I am logged into that account.

yeah i just hit open default and never gave it a thought.
I have a new fav game, where i believe a lot of hacking goes on.......i imagine its not a perfect test, but seeing their hours and lists of badges are a help.....the cheaters always lock their profile :/
To be fair, these privacy options haven't been on Steam for 14 years. In relative terms, they are a more recent addition. You used to only be able to set your profile to Public, Friends Only, and Private. There was no option to hide game details on a public profile.
