but if a game maker decides the games needs a full download
instead of partial patch then not much you can do about it...

Normally games use container files to store many files in a compressed form that can be accessed directly via the engine during run time. In this case .pak files. And those can be big with several GB. So even changing just a tiny bit inside of a container can mean a big GB download for the container file.
2. It's not just a big update, the game literally deletes it's flies from the folder, the game is 155GB but as as son as I launch steam after an uppdate it's suddely just 3GB. This doesn't happen on my other computer, it only downloaded the patch, usually 5GB, but on this one where I'm having the issue it downloads 118GB every time.
