Alright, figured it out. Somehow the other library location was de-registered. I saw the folder and dll still there and assumed everything was the same. Going into the storage manager (not sure if returning to the beta is relevant here) and adding that location again worked.
It used to be as easy as go to Steam-settings-downloads-Steam libraries, Add new library(folder), Browse and then point the to an excising "steamapps" folder (if you had one on another drive you added),and that was it.
Now its more convoluted. Steps are the same up until Browse. You cant add the exciting SteamApps folder directly anymore, instead steam creates a new one for some stupid reason.
What you have to do is delete the new folder, rename the "old" to the new. Stupid as heck.
