what about linux distros?
Linux should be fine.
Could it be that they want people to throw away well running computers so most of them will buy the 99 $ clock again?
99.999% of games that run on windows 7 run on windows 10 and 11.... So umm yeah, there aren't hundreds of thousands of games that are no longer playable. The same claims were made back with windows 95, 98, XP, etc, each one discontinued by steam and everyone else.
Nothing stopping them from listing on GoG, and etc, just saying, as Valve haven't done anything to stopping them from doing it, the problem is them choosing not to do it, despite there no cost really to do multiple listing, either they don't want to manage more places, or just don't care as much for PC compare to Console still.
Shouldn't be an issue if the person kept the sticker with the key on their device, or the box with the card for it, otherwise hopefully they're not using a pirated copy of W7 for whatever reason.

Could buy an OEM copy of W10 that like $15 ~ $30, which is free upgrade to W11, or could just use them for free, just not activated that all.
Tell me which games on Steam that don't work from W7 to W10, and yes I PERSONALLY test things since 2018, and got people going upwards of 10k games as well above me that have nearly 5k, and we test old games, and yes they do actually work on W10 with no issue.
The real problem start to face is games that was for Windows Vista, and older which also HAD the same problems for W7 to W10, and were fixed doing a community guide patch yourself, or downloading a file that fixes the problem.
So if you know which games from Steam that flat out don't work on W10 that made for W7, I be happy to test it out.
Until they discontinue that one a couple or so years from now, resulting in pretty much this all over again.
Last I knew, GoG's whole deal was the lack of DRM. I'd imagine that is a reason for some devs/publishers to avoid GoG.
Not much to do about it, but you got options which some are free to begin with such as upgrade to W10, or switch to Linux that always free, and don't have to worry about discontinue.
And nothing stopping them really, if they choose not to list because of GoG policy that must be DRM free, then not much can do about it because the fact Devs / Publishers wanted DRM in their games.
Edit: Although, I think AM4 was a thing when win 7 was still in service. Replacing one of those with a newer AM4 would still leave you with getting thermal paste, and maybe a new CPU depending on the chipset.
You can get cheap OEM key for W10 to get W11 free, or can just use W10 / W11 free without needing to activate them.
For upgrading Don't go below 8th gen intel, or Ryzen 3rd gen at the least for CPU as that what Microsoft willing to give support via W11, going newer is better too for you as far as I seen it ok with nearly all games. If have a AM4 motherboard already that 300 or up series, should be fine if have Ryzen 3rd gen, or newer.

That said, 2nd gen ryzen's main issue is that it so old that it doesn't appear to be supported by the latest AM4 chipsets. My previous computer, which serves as a backup computer and might have a more powerful CPU than my current one (3900x on old vs 5800x on current) used to have a 2200g as its CPU. I still use the same MoBo on it (the 3900x was kinda stretching its potential). IDK if that MoBo is new enough to make windows happy though; may have to do that bypass you mentioned.
Also, I have win 11 on a computer with a weaker CPU than the 2200g (some Intel Celeron). It runs the OS far better than it runs any of the games i have, and I didn't have to do an bypass to install win 11 onto it.
Edit: forgot to mention that the MoBo my previous computer uses was originally meant for 1st gen ryzen.
Windows 10 used to support way before sandybridge existed, should still.
