pc making buzzing noise.
Hello i have noticed that while in my library or profile, the pc makes buzzing sounds when i scroll on my mouse wheel, i have only noticed this in those places.
Also, if i am in the library and open a news window the noise becomes louder, and may just statically continue until i exit it.
This has only been occurring on steam.

Specs:
os: windows 11
cpu: intel i9 13900k
gpu: amd radeon 7900xtx
motherboard: ROG STRIX Z790-E GAMING WIFI
ram: G.skill trident z5 32GB

And ofcourse all of us are psychic and know exactly what's wrong without you even telling us anything about your hardware...
Coil whine probably.

Usually happens when there is more load on the Hardware and nothing you can change. And no, it is not a fault by the Steam client, you probably just don't notice it on other occassions.
If it's coil whine as Wolfpig suggested, easiest way of fixing it is giving your 7900xtx 3 separate power cables from the power supply to each of its 8 pin connectors.

If you try and use a "double" cable with multiple 8 pin's on the card end, this is what happens. It's the card straining to pull the power down an insufficient number of cables.

Had it with the GTX680 a number of years back, and giving it's 2 6 pin connectors separate cables cured it's "whining".
Buzzing when moving the mouse is almost always gpu coil whine as stated already.
What your PSU?

As said by others coil whine is likely what happening either from your PSU, or GPU most likely, it's rare for motherboards to have this issue. To figure out this issue you can try using paper, and make long cone, and try listen where noise is coming from.

Please note it's not really possible to fix coil whine yourself, only way to really fixing it by replacing the component that on the problem hardware by soldering, and replacing it. Some places won't fix the coil whine if you do RMA on it. If you bought the part recently could try asking for replacement with the store got it from.

I think it was ( Corsair CP-9020140-EU HX1200 1200 W 80+ Platinum ).

i'm not gonna deny that it may be the case. but the sound is still only occurring while in the library and the profile, this is not happening on the web browser. But if it is, it's very miniscule and is not happening constantly every time i scroll up and down.
