Steam needs to be online to update . Please confirm your network connection and try again.

I use an android phone via a USB cable and USB tethering mode , every other software works fine with Internet except STEAM , I know my account is low level and that means no Support from steam but just search the error on gogle and see how much sorcery you should done to pass the error , yesterday steam was working fine for me but it seems like the update ruins every thing not even those sorcery work !
I have done all of the fixes below from thegeekpage but no luck this time ! ( it was corrupted in past but i managed to fix it )

sorry for bringing this up ,I mean im a free user ( didn't have money to put in gaming so far ) i can't like, send a link, nothing, but the fact is that i didn't get any support here , but my brothers have bought tons of games ...
also for further explanation i must say that my PC does had a second network adapter which i already disabled and then uninstalled thru device manager so there is only one network adapter left but still i get the error .
also i have noticed two different stuff that i want to share , when i did have two network adapters on windows ( one of them was motherboard ethernet adapter without anything attached to and the other my USB phone ethernet ) i noticed inside taskmanager performance tab the ethernet does not show anything but internet is working with everything back to the network connections in windows i have found an option called bridge networks , i did bridge mb ethernet with phone ethernet then now i have activity in task manager prf tab , and when i tried to open a fresh install of steam i get a bluescreen i guess steam is messing with drivers somehow .
then i decided to remove everything and uninstal that extra ethernet completely so i left with one network adapter in which the error persists .
then i tried to run steam with default settings and no DNS changes in the network adapter and error immediately has shown but i have noticed with the DNS set to 8.8.8.8 the error will shown in a minute then i checked my comodo antivirus firewall to track the traffic and i seen when the DNS is set to 8.8.8.8 steam will get like 66 kb data sent and 66 kb data recieved ( i tested every thing without antivirus so ...) im literally confused and i guess no one cares the issue while every one is fighting about win 7 , sir i can't play with win 10

NO WAY ! the problem has fixed , i just had to change the USB port which i put it first !!! i just changed the USB port in the case , also did a little bit trouble shooting with windows , idk if it was the steam server issues ...

Fixed it! I uninstalled and reinstalled my antivirus (switching it off wasn't enough apparently) I added again steam as a trusted app and it worked! I have kaspersky
