- If your uninstall Steam, it deletes all the files that the steam folder contains, that includes your downloaded games.
- If you delete Steam folder, it delete all the files that the steam folder contains that includes your downloaded games.
You can redownload, and reinstall Steam, and redownload your games if you wanted. Your account doesn't get deleted because your delete Steam folder, or uninstalling Steam.
The only way to delete your account is by requesting Steam support to delete your account, they give you 30 days incase you change your mind, but note once you deleted the account by the 30th day you completely forfeit your account, games, and anything else on the account, that means no recovery, no returnes, no refund, nothing it all gone if you committed to deleting the account, and can't get the login name back either. There no reason to do this at all really, and most recommend don't do it unless you're willing to give it up completely for good for personal reasons. I seen people do it for dumb reason, and they regert doing it because they had to rebuy their games, or lose on their rare games they had to never be getting back ever again, or etc... So again no reason to really to do this to begin with.
