Is it allowed to promise rewards for wishlisting a game?
One of the upcoming games covered in my newsfeed recently announced to include certain bonus features, once a number of wishlistings has been reached.
This feels a bit odd to me, potentially as somewhat of a manipulation. On the other hand, I've long lost touch with the spirit of the current internet and its weighting on feedback, and Steam is clearly encouraging to raise wishlist numbers.

Are there any known cases, where Steam has taken a stance on such a matter?

The only thing I could suggest is, if you feel it uncomfortable or wrong, report the store page and say as much. If a lot of people report that, Steam may have to make some kind of decision on it. I don't know that it's actually against the rules, but it certainly seems a bit skeevy to me.

Well there was the previous Steam summer sale with the animal race competition that encouraged winners to assess their wishlists for they might have their top 3(?) rewarded to them. In the context of a sale event like that I wouldn't mind encouraging users to pave their wishlists, but I'm not sure about tying it to upcoming games. Do you have any sources for what game this is?

Oldest news entry marks the wishlist benchmarks for new contents, the most recent two are about the current progress in numbers.
The same announcements have also been posted in the other games of the publisher.

As I said, nothing I am completely sure to be reportworthy, but also I'm uncertain if the wishlist was meant to be handled like that.

Bonus content for wishlisting is fine I'd say. Not half as shady as the augment your pre-order that Square Enix tried to pull with DEMD.
