It wont work. Turkey currently is severely restricted in redeeming wallet cards or receiving Steam Digital Gift cards.

For Wallet cards only the ones that have Turkish Lira as the currency on it can be redeemed.
So a US Dollar card will not work.

As for receiving a Steam Digital Gift card, that has been completely disabled for Turkey last year.
To be brutally honest, your currency is currently deep in the gutter and basically worthless internationally, so Steam had to introduce some restrictions to prevent abuse.
Same happened to Argentina.

Can you use a steam gift card with a different currency?
You can find Steam Gift Cards and Wallet Codes at retail stores across the world in a variety of denominations. Note: Steam Gift Cards and Wallet Codes will be converted to the currency of your Steam Wallet upon redemption, regardless of where they were purchased.

I saw about the replenishment in the Steam itself, but also read that it does not work for some

well TL being a major currency i would say unlikely
however if still unsure why not ask of him to buy a code instead but like i said first option is more rational

I'm in Turkey and I can send gift cards to other countries
That only applies when gifting games.

If that works it isn't really surprising. An amount in Turkish lira becomes rather small when converted to hard currency. It'd make a lot more sense to start with blocking people in Turkey from receiving transfers in hard currency since they would convert to a higher amount when converted to Turkish lira. Combined with the comparatively lower video game prices in Turkey because of that country's poor economy, not blocking gifts cards going to Turkey would be a huge invitation to abuse.

Turkish users can gift Steam Digital Gift cards outside the country but they cant receive any from outside Turkey.
Is this still the case? Turkey now uses US currency as in dolars.
