It's related to the new options with regards to mature content. Go to your preferences and change the checkboxes for the community part (those are new). Link: https://store.steampowered.com/account/preferences/

you cant uncencor everything when u click violence it doesnt let u click mature content

You only need to put the checkmark on the community part for "Some Nudity or Sexual Content". That's why Witcher and Death Stranding are blurred for you.

There is a bug that if you check the checkbox on the community side for Adult Only that it will reset things.

Sure thing. Give it 2 weeks or so and Valve likely will have fixed that buggy checkbox as well.

Its not just game showcases being blurred, pictures are being blurred and even peoples screenshots and artwork are being missing because of this update.

Happened to me as well. Funnily, they blurred Skyrim special edition but not the original one
