Where can I purchase steam points (awards) for csgo items?

You cannot trade for points. Not officially, anyway. Points cannot be placed into a Steam trade window. If you plan on trading for points, you take a risk of losing your items and get nothing in return.

Just buy capsules "in game," get points for the purchases, wait 7 days to sell the capsules on the Market and get most of your money back. Thousands of points per dollar this way.

No I don't know, I don't play since years, only trade items
And you didn't specified "csgo capsule" but "capsules"
And in france we can't purchase cases

You started off by stating CS:GO items in your OP. I continued with that line of discussion.

If you are in France, that limits your ability to use CS:GO to get tons of points but using Team Fortress 2 might not be out of the discussion. You might be able to purchase in game items from there.
