Strategy for Legacy Windows Users
For people that can't or won't change their operating system from Windows 7 etc., and presuming that Valve's decision is irreversible, I propose the following strategy be followed before the Steam client stops working:

* Select the games you wish to retain access to.
* Download and install them all, or as many as will fit on your PC's storage.
* Start each game in your Steam library one by one.
* Enable offline mode to prevent the Steam client from downloading updates.
* Check each game to make sure it works in offline mode, and uninstall any that don't.

Once these steps are completed, never disable offline mode or uninstall a game you might want to play again someday. Unless I'm misunderstanding something, this should allow the installed games to be played on legacy Windows machines indefinitely, although they will not be able to receive any updates or DLC.

You do realize Offline verification is not indefinite right. There is a time limit. About 3 months if I recall.

Good workaround. But it doesn't save Valve from Breach of Contracts (every TOS/EULA update) and Final misappropriation of Goods.
You never actually read those ULA's and TOS' did you? I mean if you had you couldn't actually utter suuch things.

Again. Not the first time this has happened. Question. Where were you when this happened to XP, and 2K?

I have contacted Steam support asking for confirmation on the time limit and will edit the OP appropriately if it is confirmed.

To clarify, I'm talking about the alleged time limit on how long Steam can run in offline mode, not the number of days left until the Steam client is scheduled to stop supporting these legacy OS's (which also appears in a big red warning in the Steam client). But, thank you for attempting to be helpful.

According to Steam support, they don't know if there is a time limit or not... so, the most recent official-seeming word on the matter that I'm aware of is that there is no time limit, but that info is a decade old.

i can add my anecdotal to this

last year i dl'd all of my games and went offline on my win 10 rig

it lasted maybe a couple of months before steam had to reach out to the mothership and confirm who i am
