I think this may be a new thing to help prevent fraud or whatever.
EDIT:
I already noticed this happen last week, but when I asked Steam support about it, they were clueless.
Ask Valve. Its our fault idiots click phishing links and get scammed.
I had money stuck on 3 cards [2 days] I listed lowest that was already selling high even when I bought the game. LOL.
Support can't do anything about the new security features.
