That is all up to the developers. Try asking them.
However, Saint's Row Reboot should have been released 2022.
They have pushed Steam release date to 2023, no date just the year.
Will it ever get released on Steam, your guess is as good as mine.
I don't think SR1 will ever be released on Steam, but then it doesn't really need to be imo. SR2 is a better game, and is on Steam, and is so dated that it's almost hard to play being a rather poor console port. Great game, no denying that but it's just kinda awkward.
SR3 is excellent, and SR 4 is... Different. But I still really liked it.

It's a real shame too, the first one was much more grounded. 2 is probably the better game but 1 is still my favorite. I'd love to be able to play it again. 3 and 4 were just too much. They were good as their own thing but lacked what I liked about the first 2.
