As far as i know there is another video released by Valve on youtube if im not mistaken with all those clues and when you add everything up you get that link to claim the reward.

Yep. Just insert the numbers floating around in the video after the slash in the url.

I could not find a way to get to anything on the steam client that would let me access https://store.steampowered.com/sale - it is just not an available link...

I do not get how anyone is supposed to access this?
