steam uses about +-2gb, and a system running win10 by itself will use about +-2gb as well.
so if we're communicating on steam with win10 you've got 4gb of your memory parked right there. (ok, its ~25%)
if you're running a ton of other stuff, antimalware, communication programs like instant messengers, google, skype, social media apps, LED light services, fan or other hardware monitors, well, you can be drinking 10 or more gb right there. and then if you start a game after all of that you're probably maxed.
highly recommend 32gb ram, if we're talking convenience.
At least if you set steam low bandwith etc, it also does not need 1 gb.
But for a new computer while you are at it, geting 32gb is a good idea. 2x16
Edit: You said idle so that is 1.5gb
