Valve can do nothing, but follow the DMCA rules and regulations. Until the dispute has been cleared in a legal fashion, nothing can be done. If Valve were to accept the game back before the dispute is handled, they would then be in trouble and face greater consequences.

They simply can't until the legal issue has been cleared up. It would be literally illegal for Valve to do that.

Legal claims must be resolved in order to let something be relisted. Such resolution may be either the resolution itself in favor of that Dev, or by providing sufficient counter to prove a false DMCA claim. Saying "just relist it because we're lawyers" isn't providing the evidence to Valve contrary to the DMCA. They must follow the appropriate steps or completely resolve the matter, and communicate with Valve on the subject.

Epic Games have to follow the same legal obligations. Valve are not going to put themselves at risk of significant litigation by facilitating the return of a store page until the matter has been concluded.

OP should know perhaps their own profile icon is an unauthorized derivative of a copyrighted work perhaps, and that some derivatives have been hit by takedowns on Steam, for instance emoticons bearing its likeness.

That doesn't mean that Valve can break laws just because you don't agree with them.

You will have to wait until the process has run its course. In the meantime it seems the devs are using Torrent downloads for their next beta test.
