LOL...good morning...well here...navigating to the Downloads screen and then back to the Library also fixes it for me.
On the top menu bar, go to Steam > Settings > Interface > uncheck "Enable GPU accelerated rendering in Web views" > Click "OK" > reboot Steam.
Steam/Valve has either broken that part again for many of us, or in my case, they restored the check mark I removed because it's the only thing I found that actually fixes the issue.
This is so much easier than jumping through all the other flaming hoops, and a lot more likely to fix your issue, as well as quickly and easily undone if you wish, it's just a single checkbox.
Also, I've never heard anyone complain that they saw any difference in their Library after doing this.
To temporarily fix it I go to task manager, find the largest Steam Client Webhelper, and end the task. That restores it for at least a little while.
