Wish I could say otherwise, but unless they hand out dedicated server tools that's how it is.
If a game is financially not viable, where do you expect the refund money to come from? Also if a game is not sustainable because of population then that's not a defect.
If you bought a physical game you wouldn't go complaining to Walmart because some servers went down. The same applies to Steam.
Developers can do whatever they want with the game, it's their property. You only buy the license to use 1 copy of whatever game they produce. So if they chose to change something, that's their right.
Also, if the company goes bust or is in financial trouble, servers will be shut down because people can't pay the expenses. That's not illegal either. It's just having bad luck as a consumer.
