Can't send gift due to regional pricing while on sale?
So I tried to gift a friend a game while it was on sale and got the typical "Due to regional price differences, the gift you are trying to send cannot be sent to the recipient's region." and just to test something, I tried to gift them a different game that WASN'T on sale and steam gave me the OK :steamthumbsup: Is it cause the initial game was on sale or is it just only some games can't be gifted across regions?

That message does not mean that it is regional block. It just means that what you pay for it and the price for it in the region where you are gifted it is too big. What you can do is send your friend the funds to purchase it him/herself.

I think the only thing that matters is, if the regional price is different by 10% or more, then it can't be gifted. I don't think it matters if it's on sale or not.

You can use https://steamdb.info to look up the regional prices and the history too.

I just only stumbled into this regional pricing thing yesterday then sent a giftcard instead. This is really dumb though, steam should give a warning instead that tells in this case the purchase will cost more blablabla, and let me buy it anyway with the added price difference and thats it.

That would be a bait and switch and is illegal. They cannot charge you a different price than the one they advertised to you.
