Buy stuff when they go one sale at a price you are willing to pay, which may not even be during any of the Steam sales.
I buy about 5 - 10 AAA games on those events same time you some fun awards and bagde for them.
I just picked some games that goes on the highest discount, that's all.
There have been many times developer have been leaving steam because of that.
I'think you will find it if you google it.
Look up Factorio, the game that isn't going on sale for years. Guess what? It's the developer that do.
The developers or publishers of the game can decide the price of their game, which also includes being able to put it on sale for any price, time, and period.
