There's some merit there.
First off Emulators are completely legal. That is not something that can be disputed.
However, what the Dolphin guys have done since version 3.0 or so is they've included cryptographic keys that belong to Nintendo in the source code. Most emulators for systems that encrypt their games require you to supply your own keys.
So while the Dolphin emulator is legal, the cryptographic key they integrated to decrypt Wii games on the fly, whether they took that directly from a Wii or reverse engineered it somehow is not. Note that Gamecube games were not encrypted, so in theory they could make a version of Dolphin to release on Steam that still plays Gamecube games out of the box while requiring you to supply your own key in order to play Wii games.
This in no way effects Dolphin obtained through other means. Please continue to enjoy playing via Emudeck or other direct download.
Just report him and move on.
The thing is, it will be back eventually. Nintendo doesn't have enough power to keep it down indefinitely.
That would require a long long long legal battle.
But they also know that some small emulator dev team can not afford to take NINTENDO to court for this, which would take a lot of money upfront and most likely take years.
NINTENDO is counting on exactly that, that they just cave and take it down because its too much hassle to go to court.
Its bullying, plain and simple, just on a corporate level.
NINTENDO is actually pretty famous for doing stuff like this.
There are literally dozens of emulators on the store, including Retroarch which includes sub emulators for nearly a 100 systems.
All directly downloadable over Steam and has been for years.

No one is going to fight this. Steam isn’t going to stick their neck out for a Nintendo emulator. There is no benefit to them for doing so. It’s easier, safer and cheaper to just let the DMCA stand. Ultimately Steam is a business and there is little business news to take Nintendo yo courts for years

No, no, I mean Nintendo is literally bullying the developer here as already explained.
So, they don't have the power to stop this for long.
THey will lose the DMCA and then things will go back to normal.
That's how it's always worked with DMCA on Steam when the company loses the DMCA takedown.
And they will.
Steam isn't going to be fighting this.
THe rules about discussing emulation has been changed recently on Steam, it is no longer a banned discussion.
Because there is a legit community of people developing games for some of these systems. Like people are still making legit C64, NES< SMS< MD, and SNES games in the current year.. And qyuite frankly some of them are flat out awesome.
