Not really. I mean it starts out that way in the EMulator's alpha phase and overtime the public releases generally are about creating your own code to mimic the operations of the original. Many roads to rome and all that and the thing is since running on a PC is inherently different from running from a console...especially a Nintendo consiole, the code is going to be different asa course of nature. Nintedo doesn't use DirectX or OpenGl APi's an emulator running on windows does. Even without using them drawing to the screen on a PC is different6 than on a console.
ABut they haven't and that's because they know they'd lose and worse they'd lose ina way that hurts them even more. Many countries have laws to prevent legal harassment. The simple truth is. The fact that Retroarch couldn't be stopped means that Dolphin can't be stopped by nintendo and trust me Retroarch steps on all the toes.

Besides, Nintendo doesn't have the authority to shut down Dolphin.
Not unless they want a lot of issues that they can't even afford to have.
Nintendo had that attitude ever since they entered the gaming industry tbh. Hence the heavy handed approach they have to........................absolutely every single thing they do.
Funny thing is Nintendo still can't do anything against the actual emulator, nor the team making it, or working on it. So they could try fight DMCA on Steam if they wanted, or not that be up to them, I have feeling Steam might not care at this point.

They don't need to, this is a scare tactic. Nintendo would lose in court.... if the Dolphin Team had the money to defend themself to begin with, which they probably don't.
Mind you, Nintendo clearly hasn't heard to the Streisand effect, this could just give the Dolphin emulator a boost and people will download it and add it manually to Steam like I did on my Steam deck
