As for your Windows uninstaller, have you tried revo uninstaller?
That would save you from having to deal with all the crapware/shovelware that gets dumped on gamers all the time.

Note just so people aren't super confused, this is in reference to ubisofts forums, not to ubisoft connect. Because you know someone is going to read this and then think 'ubisoft is killing their games' or some other insane nonsense
You do realize you can't uninstall steam games unless you're logged into the steam client...... right? If you try to uninstall a game from apps&features it basically just tries to launch steam with the steam protocol to uninstall the game. If you're not logged in the protocol call fails
