Actually its more like saying apples and apple pie aren't the same thing. They might both have some elements in common, but they are two very different things.
Not really, they are very different and its very common. Also basically all software development re-uses the code from others, or uses open source work. Its incredibly wasteful to try to develop everything from scratch, and far buggier then using open sourced or available existing modules.
Steam would be far buggier, far more exploitable, development far slower, etc if they took your advice.

Nope, already went over this. Just like I mentioned that while an apple pie might use apples they are still two very different things. They have some elements in common just like an apple has elements in common with an apple pie.
