Maybe he got confused with CS 1.6? At some point you had to use Steam to run CS... That's why I signed up even though it was universally hated back then and nothing more than Valve's attempt to cut out Ventrilo/Teamspeak and introduce their own (shoddy) VOIP, far from the storefront it is today.
Edit: I just read up a little on the history and apparently it was to streamline patches... But I remember vividly our clan complaining about the VOIP of Steam and quickly reverting back to Ventrilo.

I remember trying to download Steam (which was a nightmare, download kept crashing even on 128K fibre optic, glad I wasn't on the 56K like most folks) and signing up took me 1.5 hours just to create an account as the sign up page kept crashing and this was before Steam had been officially released.
So, while you might have had a no effort signing up months later, on day one it wasn't so easy and it literally was an achievement to sign up.
Funny how Steam became the best method to playing PC games when I still remember the days where so many people, like myself, didn't approve of it replacing what worked in the past. (see: creation of WON2)
I've read that the badge also comes with an exclusive green profile theme as well.
I used to have that installed, to play ARC (Attack Retrieve Capture) back then.
