I know I am necroing an old post - but are you still having this problem? I had the same and realized it happened after I moved my Steam installation to a new drive. On your Taskbar, right click your Steam.exe startup icon, right click the Steam icon (the one that pops up and appears over "Unpin from Taskbar") and click Properties. Make sure "Target" and "Start in" are set to your new Steam path, IE: it was C:\Program Files\x86\Steam" and correct it to the new path IE: "D:\Steam" and click OK. The active Steam icon will be fixed.

Steams white paper?

White Paper is a term to define Academic/Scholarly Research papers - usually indicative of new tech/standards/trains of thought.

Google White Papers and you'll drown in text and find your brains exploding of knowledge that may not be entirely relevant.

In this context a crypto white paper is used to try and convince people why their new cryptocurrency or crypto project is worth investing in.

Figured - but my literal brain just took it at face value.
For example my mom wrote a "white paper" for her Doctorate.
Also familiar with the term as an IT Career worker as well.

This thread was quite old before the recent post, so we're locking it to prevent confusion.
